Letter Urges Guidance on Waiver 11

Washington is abuzz with the Senate HELP Committee's new education bill, but passage remains uncertain. In the meantime, organizations keep their focus on waivers to the current No Child Left Behind law.

United Way Worldwide and the Forum for Youth Investment are joined by a number of youth organizations in issuing a letter to U.S. Education Secretary Arne Duncan regarding Wavier 11, which allows states to use 21st Century Learning Centers funding for High Quality Expanded Learning Time. The letter recommends that Secretary Duncan issue guidance which ensures that the funding is not used for “more of the same” – just another hour of traditional schooling and traditional types of learning activities. The letter also recommends that he issue guidance affirming the existing priority given to applications from schools and community-based organizations working together.
