Larry Pasti
Larry is the Director of Field Services.
Larry has just retired from 34 years of state service with the NYS Office of Children and Family Services where he was the Director of the Bureau of Planning and Intervention Design in the Office of Strategic Planning and Policy Development. His responsibilities included increasing use of research informed and evidence based programs with an emphasis in the child welfare and juvenile justices systems.
He was lead staff rolling out several statewide interagency initiatives including the Integrated County Planning Project (ICP), Collocation Project, Ready by 21 Quality Counts Initiative and county training for Getting To Outcomes. The ICP Project successfully involved multiple county agencies (social services, youth bureaus, probation, mental health, health and others) in a strategic planning process that was community and family centered focused on results. The Collocation Project was designed collaboratively with state substance abuse and probation departments to provide early screening and referrals for child maltreatment and status offender cases by collocating staff. The project includes a random control and process evaluation for nine diverse county sites.
Larry has worked on developing quality assurance and evaluations of evidence based programs, Multi Systemic Therapy (MST) and Functional Family Therapy in his agency with delinquent youth. He has worked with other state agencies to coordinate use of evidence based programs and to build a state infrastructure to support those programs. He has worked closely with many national organizations and projects including Search Institute, RAND and Child Trends. Larry was a lead member of the NYS Youth Development Team, a statewide public and private interagency group supporting the state’s youth development agenda. He has been the lead staff for the agency’s strategic planning and developing county based planning guidelines. He has worked extensively in training and promoting the outcome based work in planning and program development.
