This document represents the thinking of Mark Friedman's Fiscal Policy Studies Institute and The Forum for Youth Investment on the intersection and compatibility of the respective frameworks of Results Accountability Talk to Action and Ready by 21. The purpose of this analysis is to demonstrate the relationships between these two bodies of work.
California: Child Welfare Leadership and Performance Accountability
The Child Welfare Leadership and Performance Accountability Act seeks to establish within the California Health and Human Services Agency the California Child Welfare Council, an advisory body that would be responsible for improving the collaboration and processes of the multiple agencies and courts that serve children and youth in the child welfare and foster care systems.
