Around the country, states are making strides to coordinate youth policies and align programs, services and funding. In many ways they are ahead of federal efforts to do the same. In order for systems to flow seamlessly, however, communities must play a direct role in assessing their own needs, making recommendations for improvements, and shaping the flow of resources.
