In January 2003, the Forum for Youth Investment, in collaboration with the Kellogg and the W.T. Grant foundations, made a series of recommendations to the White House Task Force for Disadvantaged Youth (launched in December 2002). These remarks offer a number of strategic actions based on four objectives defined by the task force: 1) coordinating interagency efforts to address problems of failure among disadvantaged youth; 2) developing a unified research plan to identify effective practices; 3) incorporating positive youth development practices; and 4) analyzing and quantifying the impact of federal efforts. In addition, the recommendations challenge the task force to establish an overarching youth policy framework, support state level efforts and request assistance for outreach and research development.
